cloog(-parma) 0.16 and ppl 0.11 in infrastructure?

And could someone please document these dependencies in the release notes and
the installation docs?

fonts, gcc-porting, it makes no sense how it makes no sense
toolchain, wxwidgets but i'll take it free anytime
