Grabbing PPL is fairly easy because a tarball is available.
Cloog OTOH hand is a pain in the ass to obtain bacause I
don't have git installed.

Can you add a News item to gcc.gnu.org that Graphite has
been merged and there are major hoops to jump though to
get it working.
