Failure building GFortran (Cygwin)

Oops, I have discovered this, in libiberty/ChangeLog

2008-06-19  Eric Blake  <xxx@xxxx>

	Adjust strsignal to POSIX 200x prototype.
	* strsignal.c (strsignal): Remove const.
