GCC 4.3 target deprecation proposals

I'll start looking into the NetBSD target. There are other bits
(OpenBSD and the non-BSD targets) but I won't work on those. It'll
take some time to get the environment right, but I hope to be able to
send some testresult in some days or weeks.

When will 4.3 be branched off?
