GCC 4.3 target deprecation proposals

I'm happy to see this go.  It's not checked for in the testsuite, etc.

I believe that Steve Ellcey is testing ia64-hpux but he doesn't usually
submit test results.  He has been prohibited from making any contributions
in recent months by HP legal.  They are reviewing the switch to GPL v3.
