GCC 4.3 target deprecation proposals

I had a discussion with Jan-Benedict Glaw last night about this.  He
has been working on a linux port.  He said:

>From the reports I have, the vax port still builds and the amount of
rot is limited at this time.  Matt has a big patch to add PIC support.
