The --tag option is added by automake-1.9 or automake-1.10, but not 1.8:

==== from automake-1.9 =====
             my $libtool_tag = '';
             if ($lang->libtool_tag && exists
$libtool_tags{$lang->libtool_tag})
               {
                 $libtool_tag = '--tag=' . $lang->libtool_tag . ' '
               }

             my $obj_ltcompile =
               "\$(LIBTOOL) $libtool_tag--mode=compile $obj_compile";
==== from automake-1.9 =====

The -MD, -MP, -MF etc also come from automake (but only if FASTDEP), via
am/depend2.am (since automake-1.7).

My guess is you that libgfortran's Makefile.in was created with an older
(pre-1.9) version of automake.
