The --tag option is added by automake-1.9 or automake-1.10, but not 1.8:

The -MD, -MP, -MF etc also come from automake (but only if FASTDEP), via
am/depend2.am (since automake-1.7).
My guess is you that libgfortran's Makefile.in was created with an older
(pre-1.9) version of automake.
