What is the value of TARGET_C99_FUNCTIONS on Darwin?

How new is new? As far as I can tell, it did not work for the
20070309 snapshot. Form the regtests gcc.dg/builtins-59.c and
friends which do not pass for the 20070316 snapshot, it is
far from obvious that it is working. Is there a direct way
to check it?
