PATCH: make_relative_prefix oddity

I believe that at the time your patch was first written, we decided to
fix this in the driver instead and leave make_relative_prefix
unchanged:

        * gcc.c (process_command): Add program name to GCC_EXEC_PREFIX
        value before passing to make_relative_prefix.
