Yes, please go ahead and file a bug report in the GCC bugzilla.

Include the testcase and link to the above thread. This way, it will come
to the attention of the C++ maintainers, who can verify the arguments for
accepting it. The fact that MSVC and Comeau both accept it very much suggests
that this is indeed a genuine problem in GCC, but nobody will be upset if this
turns out to be a false alarm; bug reports are all screened and verified after
receiving them.
