Branch st/cli opened to host development of CLI back-end

would you mind adding a description of that branch (and the rules
governing it) to htdocs/svn.html in our wwwdocs CVS module, alongside
the other development branches?

If you'd like to add a page under htdocs/projects with a longer 
description, that might be a good idea as well (but that part is
optional).
