gmp and mpfr in infrastructure

I think that is a splendid idea.  But I don't recall having access to that
directory.  Or is it something anyone with svn write access can do?

The docs recommend gmp-4.1 or later, but I would suggest the latest, which
is version 4.2.1.  (Also don't forget the mpfr cumulative patch!)
