GCC can't stop using GNU libiconv if it's in /usr/local

Because the problem was caused by the preprocessor.  I was looking for
a *runtime* flag to change this behavior, (hence cpp.texi).  Only in
hindsight (20/20) did it become clear that this was a configure (and
therefore installation) option.
