GCC can't stop using GNU libiconv if it's in /usr/local

I had a similar issue a while back:

The logic for finding libiconv seems broken if it is in /usr/local.
That was before the new bootstrap setup, which might make it worse.

Make an explicit with-libiconv-prefix pointing to a working libiconv.
