Yes, because we don't want them packaged into regular distro releases,
which uh, happened recently.

(It's fine to put them in things like rawhide or opensuse's
SL-OSS-factory)

gcc.gnu.org will actually probably move to 1.4.0 dev soon, so i can get
rid of the patches i have in the 1.3.x running on it that was applied to
SVN 1.4.
