You can find it in the libiberty library, in a file named cp-demangle. 
[ch], and there is no confusion about the license, you can read the  
wording and that wording is fixed and unambiguous; affectionately  
known as GPL+libgcc exception.  The intent of that license is that  
anyone can use the binary for any reason and embed it in any fashion  
into any software; though, followups on the license should go to  
gnu.misc.discuss, not here.
