4.1rc1 cross Ada build issue

Hi,

I think/thought this has been dealt with
but am not sure.  I started with a fresh install
directory, built and installed a native GNU/Linux
C, C++, and Ada toolset.  Then proceeded to
try to build cross Ada for *-rtems.  All targets
are failing because they are not finding newlib's
.h files in the source tree while building.

Hasn't this been fixed before?  Is there a missing
fix to merge onto the branch?
