Cross Compiler Unix - Windows

As the person who started this thread over 2 weeks ago, hopefully the  
thread can end here...

The original question was asked because we are mostly a UNIX house  
and want to use Windows as little as possible...

Hence the question "is it possible to build a Windows DLL without  
Windows at all" ...

We currently use Cygwin for this which works just fine... but from  
our perspective the less Windows the better ...
