regression hunt setup using Subversion

The use of

ncpu=`grep '^processor' /proc/cpuinfo | wc -l`

seems Linux-specific; this looks like it should be in gcc-svn-env as a 
default for the user to customise, rather than in bin/gcc-build-*.
