I have no data to validate nor refute such a claim.
However, I do have solid evidence that the above 
was incorrect for my sampling of 1.

Perhaps.  OTOH, the svn documentation, which contains
an explicit section on URL parsing, does not show a
username@ as a valid part of a svn flavor URL.
