I don't see why you could not use -iquote for 4.0 and above and -I -
in 3.4 and below.

-iquote=DIR -iquote=DIR2 -I a
==
-I DIR -I DIR2 -I -
but without turning off searching in the contained directory.

In fact -iquote gives better control than -I - did.
