[wwwdocs] make release download more prominent (was: gcc.gnu.org/releases.html)

I installed the patch below.  If this is not sufficient, we could
consider creating a download page of its own, though this would add
yet another level of indirection in many cases.

Having a selectable list of releases which lead to a download site for 
that *particular* release seems beyond what we can do with acceptable 
effort.
