Keep dwarf.h in sync?

Nick Clifton and I have been discussing the idea of keeping GCC and binutils' copy of
dwarf.h in sync.  I've just resolved all of the differences with the binutils version
of the file.  Perhaps DJ's merge script could keep gcc/gcc/dwarf.h in sync with
src/include/elf/dwarf.h as it does for, say, libiberty source files?
