Set if the symbol is located in the small data section.
See @code{TARGET_IN_SMALL_DATA_P}.

(the point being that the itemised list only mentions SYMBOL_FLAG_SMALL,
not SYMBOL_REF_SMALL_P).  But the idea is that:

   SYMBOL_REF_SMALL_P (X)

is equivalent to:

   (SYMBOL_REF_FLAGS (X) & SYMBOL_FLAG_SMALL) != 0

where SYMBOL_FLAG_SMALL is as documented.  The same is true for
the other *_P macros.
