Can't bootstrap mainline on powerpc64-linux

Problem is Adrian changed TARGET_INSN_VALID_WITHIN_DOLOOP to
TARGET_INVALID_WITHIN_DOLOOP most places, but not in rs6000.c.
I'll commit the following as obvious after bootstrap succeeds.
