Obsolete/broken targets in 4.0.0

Okay.

Gerald, it appears that I'm launching the let-us-get-rid-of-the-dead-wood 
movement for 4.0.  Where should I document this in the 4.0 release notes?  
Can I simply copy-and-paste the relevants bits from the 3.4 notes?
