cvs access problems

hi,

i have "write after approval" status in cvs. 


[bdavis@localhost pr13464]$ cvs -z9 co gcc
Permission denied (publickey,keyboard-interactive).
cvs [checkout aborted]: end of file from server (consult above messages
if any)


here are my environment variables:

CVS_RSH=ssh
CVSROOT=:ext:bdavis@gcc.gnu.org:/cvs/gcc


who can help me ?  
is this my local problem or my account on gcc.gnu.org ?
