What to do with new-ra for GCC 4.0

I agree; the new-ra code should be removed before 4.0, or, at least, the 
option and associated documentation should be removed.  It's not useful 
to users to have this option, as it doesn't work.

Patches to implement either of the above options are pre-approved.
