At the risk of stating the dreadfully obvious, the manual is online at
    http://gcc.gnu.org/onlinedocs/gccint/
and you can print your own copy by running "make dvi" and using your
favorite DVI printing program, or running dvipdf to produce a PDF.

If you mean a printed and bound book published by somebody else, I
don't think there is a newer one available.
