Haifa scheduler question: the purpose of move_insn??

Actually, move_insn always returns NULL_RTX.  Probably the
function should be something like,

static rtx
move_insn (rtx insn, rtx last)
{
  reorder_insns (insn, insn, last);
  SCHED_GROUP_P (insn) = 0;
  return reemit_notes (insn, insn);
}

I'll give it a look.
