The advice below doesn't apply when the new text isn't a response.  I
tell people that the resulting email should be readable like a
conversation when appropriate, but sometimes the quoted text is not
part of the new conversation, but merely a "figure A" included for
reference (i.e. sometimes the quote works best within or following
your new text).

It also doesn't apply when the "response" is interlaced within the
quote, in which case the individual responses come after the text
they're responding to, but the whole new message doesn't follow the
quoted old message.

But, selective quoting is almost always preferred over bulk-including
the previous message.
