GOMP Requirements 2.0

Hello,

Sorry to be a bit slow in updating this document for everyone's
comments; I've had a minor (and now happily resolved) family medical
emergency that distracted me for the last week.

Version 2.0 of the document is located at:

I'm proceeding with the design document based on the above requirements,
and will likely be pinging people over the next few days as I get my
thoughts in order. If no more chaos enters my realm, I should be able to
get a preliminary design doc by next Monday.
