Bind expression

Hi,
    I would like to know the exact use of BIND_EXPR_VARS that is used in 
GIMPLE.
normally if i declare something in block as :
  {
   int a , b ,c ;
   ....
  }
then in the raw dump file it shows only 'a' being included in 
BIND_EXPR_VARS (or in some cases only the temporary variable).

Could someone please explain this.
