You needed to read one more line:

Get http://www.delorie.com/djgpp/check-mirrors
and http://www.delorie.com/djgpp/mirrors.txt
My crontab looks like this:
0 * * * * perl -e 'print time, " full"' > /home/ftp/pub/djgpp/mirror.ts
0 * * * * perl -e 'print time, " current"' > /home/ftp/pub/djgpp/current/mirror.ts
0 3 * * * /home/web/djgpp/check-mirrors
The theory is that, with a continuous update of the timestamp, you can
basically ask any given mirror when it last mirrored that directory.
By sprinkling the timestamps around, and tagging each uniquely (full
vs current for djgpp), you can also tell *what* they're mirroring, and
confirm the location (i.e. they didn't give you the URL for one
directory up).
