Prerelease is not a treat on ia64 (at least older ia64 systems)

It seems that it would suffice to solve the problem, if during the
stage 2 bootstrap $build_dir/gcc/stage1 would be added to LD_LIBRARY_PATH
(and appear first), and during the stage 3 bootstrap $build_dir/gcc/stage2
would be added instead.  That way, any programs built during the boot
would use the shared libraries that were just built.
