libmudflap and RUNTESTFLAGS

This is probably because of the "XXX hack alert" section in
libmudflap/Makefile.am, which does not include "RUNTESTFLAGS" as a
value to specially propagate to the testsuite subdirectory.  I'll
try adding it there.
