That that was the document I wrote a few years back, which can be
found at
    http://www.airs.com/ian/configure/

It is out of date in detail, but correct in broad outline.  Particular
changes are that the top level uses autoconf now, and autoconf changed
quite a bit with version 2.50.

A greatly expanded version of more or less the same information can be

This is updated, but is still out of date as of today.
