Why doesn't Ada testsuite use newly built gnatchop/gnatmake?

That still does not make sense without more info: the options used
by gnatmake/gnatchop are all set explicitely in the acats scripts,
so what you are describing is unlikely unless something else in the set up
is changing something.

What about going one step backward, and exposing the problem you are trying
to solve, rather than what you believe is the cause of the problem ?
