The file was added by Kenner on Oct 19, 1997. Since it came from
Kenner, and has Win32 specific support, it might be related to Ada
Windows support.
Not Ada so much as generic GCC (though it is also used for Ada).
Basically, it allowed use of standard InstallShield methodology and
the normal relocating of programs via registry entries.
