[RFC] Exploiting dual mode operation - preliminary code for phase 1

Hello,

Following our message (http://gcc.gnu.org/ml/gcc/2004-06/msg00472.html)
This is a preliminary version of the code implementing the first phase
of the algorithm - the prepare for combine phase. 
It works on simple examples but it is not fully debugged yet.
The diff was done against gcc mainline 7.6.2004.
