Error in stl_bvector.h and vector.tcc

My apologies for sending in an invalid error report.  While trying to create a short self contained example for a bug report, I found that if I put the line

#include <vector>

before any of the user includes, then the compilation would work.  Apparently, one of the user include files set up something that caused a conflict with the vector definitions.

While I have to investigate and see what was the problem specifically, the fix does not require redoing the compiler files.
