Undocumented policy!  (Cf.  
<http://gcc.gnu.org/ml/gcc/2004-02/msg00726.html>.)  Can we get a clear
statement of the policy for either the GNU Coding Standards or the GCC
Coding Conventions?  We should have clear up-front explanations for
contributors of the sorts of contributions that will not be accepted on
these grounds.
