That may well be true.  What Russ says is also true: /usr/local/bin
has always been the default installation location for GCC and all
other GNU tools, and that will not change.

You appear to be talking about binary packages of GCC which were
provided by some third party.  The GCC project is not responsible for
such packages; complain to whoever made them.
