crosstool-0.28-rc21: support gcc-3.4.0 everywhere except cris, hppa, s390

My gcc/glibc build script can now build the combination
  gcc-3.4.0/glibc-2.3.2/binutils-2.15/linux-2.6.6
as cross-compilers targeting the following architectures:
  alpha arm9tdmi arm arm-iwmmxt arm-softfloat i686 ia64 m68k mipsel
  powerpc-405 powerpc-440 powerpc-604 powerpc-7450 powerpc-750 powerpc-860
  powerpc-970 sh3 sh4 sparc64 sparc x86_64
It can't build that combination for
  cris hppa s390
though s390 is probably pretty close to building, and hppa will
probably build once I can handle cvs glibc.

To do this, I had to pull in several patches from cvs for the
various tools, and ended up submitting a tiny bugfix for glibc on mips.

This might come in handy for regression testing of gcc...
