[tree-ssa] Branch is closed

As I mentioned yesterday, the branch is now closed to new features. 
Only bug fixes are allowed.

Good timing, too.  One of the patches that went in yesterday broke
bootstraps on x86-64.  IA64 bootstraps are also broken since the last
mainline merge.

I'd appreciate if folks with targets not explicitly listed in
http://gcc.gnu.org/ml/gcc/2004-02/msg01294.html could help out by
building the branch on their target and reporting problems via
Bugzilla.  The idea is to try and minimize merge headaches.  Ideally,
all the ports should behave exactly the same as they do today in
mainline, but we'll need help testing all the combinations.
