Who has the authority to set the target milestone on a bug?

We have strict rules to set the target milestone
(http://gcc.gnu.org/bugs/management.html). Basically, the milestone should be
set only for regressions, to the first version affected by the bug. I'm seeing
your bugs on bugzilla, they're regressions coming from the testsuite as far as
I can tell, so setting the milestone seems appropriate. If you don't do that
yourself, it will be done once the bug is confirmed anyway.
