./configure --program-suffix and man pages

Well, not completely, as you can see from the list above.  And I was
actually planning to open a PR about that, but Geoff fixed this today.

Would you mind raising this issue with the makeinfo folks, Phil (Cc:ing
me)?  I found them extremely responsive in the past!
