Copyright assignments and the MAINTAINERS file

Someone who knows who in fact is meant to have CVS write access and
whether they have used it lately?  You mentioned checking who had group
gcc but hadn't committed anything for 18 months.

The four accounts (plus one user name listed in /etc/group that doesn't
exist as a user at all) in the list I sent to overseers.

The suggestion was to prepare from MAINTAINERS a list of names to send to
the FSF.  If this includes people who should no longer be in MAINTAINERS
anyway (e.g. disabled accounts) this wastes FSF time, while if some people
in group gcc but not MAINTAINERS perhaps should be in MAINTAINERS then the
list needs to be merged from multiple sources before sending to the FSF;  
it seems simpler to resolve the people in the gcc group but not in
MAINTAINERS first.
