[tree-ssa] Heads up. Branch will freeze Feb/15.

I've sent the tree-ssa merge document to the SC.  If it's approved, the
branch will freeze on Feb/15.  After that date, no more new features
will be accepted, only bug fixes.

If you have anything new to add, please do it before the freeze, or wait
until the branch has merged into mainline.  If all goes well, we should
be able to merge by late March.
