[RFC] Merge criteria for tree-ssa

 From the point of view of a complete OS, supplying gfortran *instead 
of* g77 is completely unrealistic at the time of 3.5's release.

However, that's not necessary - distributors of complete OS's could use 
g77 and gfortran separately (by providing g77 in /opt/bin/g77 for instance).

Proprietary Fortran compilers have existed as two separate binaries for 
over a decade to make the transfer from Fortran 77 (plus extensions) to 
Fortran 90/95 (and the same extensions or more).

We don't have to beat them on *that*.
